Debating an Accreditation Council

Should those who purport to train individual clinical ethics consultants using the ASBH educational core competencies as a guide establish an Accreditation Council on Graduate Bioethics Education (ACGBE)?

Draft compact agreement to create a Provisional Accreditation Council on Graduate Bioethics Education (pACGBE)

WITNESSETH

WHEREAS, the provision of clinical ethics consultation services within health care organizations is widely recognized;

WHEREAS, the American Society of Bioethics and Humanities (ASBH) has for more than ten years published the peer-authored and highly regarded Core Competencies for Health Care Ethics Consultation which details the authoritative minimal educational requirements and skills set expected of one who offers clinical ethics consultation assistance as an individual clinical ethics consultation professional;

WHEREAS, there is a growing number of regionally accredited or nationally affiliated educational programs that purport to train individual clinical ethics consultants or that graduate students who make the unchallenged claim that they have the peer-accepted educational background and skills to serve as individual clinical ethics consultants;

WHEREAS, at present there is no organization that accredits educational entities in the United States or Canada that purport to train individual clinical ethics consultants or that graduate students who make the unchallenged claim that they have the peer-accepted educational background and skills to serve as individual clinical ethics consultants; and

WHEREAS, bioethics experts have asserted that it is in the public interest to certify individual clinical ethics consultants and accredit educational programs that purport to train individual clinical ethics consultants or graduate students who make the unchallenged claim that they have the peer-accepted educational background and skills to serve as individual clinical ethics consultants.

NOW THEREFORE WE, by our signatures to this compact – as individuals and not as representatives of any organization – declare and pledge the following:

  • To join in a Provisional Accreditation Council on Graduate Bioethics Education (pACGBE), with the intent to participate in the establishment of an Accreditation Council on Graduate Bioethics Education (ACGBE) by no later than December 31, 2011, at which time the pACGBE will be disbanded;
  • To elect officers who may act for us and on behalf of the pACGBE in a corporate capacity to further the provision and improvement of clinical ethics consultation services for the benefit of the public and in the public interest;
  • To accept the ASBH Core Competencies on Health Care Ethics Consultation as the curricular foundation for teaching and evaluating educational programs that purport to train clinical ethics consultation professionals;
  • To develop articles of incorporation and register the name ACCREDITATION COUNCIL ON GRADUATE BIOETHICS EDUCATION and articles of incorporation in the office of an appropriate state official; and
  • To invite representatives of the ASBH, representatives of the Association of Bioethics Program Directors (ABPD), and interested individual clinical ethics consultation professionals and citizens to join with us in this effort to further the provision and improvement of clinical ethics consultation services for the benefit of the public and in the public interest.
